India Bescom Kept Out of LED Bulb Loop

The Bangalore Electricity Supply Company (Bescom) in India was not aware of union Energy Efficiency Services Limited (EESL) LED bulb policy, according to a report from Bangalore Mirror.

The EESL and Bescom had not coordinated the bulbs supplied to the city Bangalore, and only 170,000 bulbs were delivered to the city out of its target of 200,000 bulbs.

Bescom’s helpline received a lot of inquiries from citizens wondering where they could buy the subsidized LED bulbs the government offered, but the power company had no idea when. The billing centers in the city offered the subsidized LED bulbs over the last few days, but many were dissatisfied.

The Union government agency EESL that implemented the scheme had omitted Bescom, and in some centers EESL implemented the domestic efficient lighting program (DELP) that quickly depleted the bulb supplies as consumers rushed to purchase the discounted bulbs for INR 100 each.

A Bescom official explained the flood of inquiries through its helpline had happened because EESL did not publish the list of places where the bulb was available. The power company only found out through media reports last week that EESL started selling bulbs in Cubbon Park, and will start issuing bulbs from its side by the first week of February 2016.

However, an EESL manager for Karnataka N Mohan pointed out, “We have been giving out the bulbs at 30 Bescom billing centres as of today. Even today (Thursday), six more Bescom billing centers will start distributing the bulbs. Within a week, we will cover all 100 billing centers. We will also sell the bulbs through BangaloreOne service centers."
