Like many large cities, construction projects in downtown Los Angeles can take a while to go from planning to breaking ground. The development of one of the city’s largest parking structures to date was no exception. When the project at 7th and Alameda was originally planned, LED lighting was a bleeding-edge technology and, in the minds of some skeptics, still unproven.
