Comparison Between Lighting Energy Efficiency Standards in U.S., Europe and China

LEDs might be a new lighting product, but it is being widely applied in different types of lighting applications, according to a report from Chinese-language Emerging Industry Strategic Library. To strengthen and advance energy saving technologies, many countries have issued their own LED lighting standards. Lighting was included in China’s energy efficiency standards, which became effective in January 2008, while the Energy Star in the U.S. has set certain energy efficiency standards during the certification process. Taiwan ITRI Applies for U.S. Energy Star Certification

Taiwan's Industrial Technology Research Institute (ITRI) is applying for U.S. Energy Star certification on the test of LED lighting products. According to Chuang Po-nien, deputy director of the ITRI's Center for Measurement Standards (CMS), the accreditation is expected to be achieved in the first quarter of 2011. The CMS is an organization authorized by the Ministry of Economic Affairs's Bureau of Standards, Metrology and Inspection to conduct testing for products, including LED lighting, seeking national CNS certification.

EPA Takes Over Energy Star in Cooperation with DOE

The United States Environmental Protection Agency (EPA) and the U.S. Department of Energy (DOE) have jointly issued a statement outlining each agency's responsibilities and roles in the Energy Star products program. The EPA and DOE agreed to coordinate efforts to expand and enhance both the National Building Rating Program and the Energy Star program. According to the statement, the Energy Star products program will be improved with expanded coverage, more frequent updates, enhanced efforts on product testing, and a new effort to recognize super efficient products.

The U.S. Department of Energy (DOE) has just released the second draft of ENERGY STAR performance criteria for three SSL luminaire categories: outdoor pole-mounted area and roadway luminaires, outdoor wall-mounted area luminaires, and parking garage/canopy luminaires. The Proposed Category “A” (near-term applications) additions to the Outdoor Area & Parking Garage area include the below: Minimum Light Output Luminaire shall deliver a minimum of 1,000 lumens (initial).

DOE Issues Guidance on Proper Use of Energy Star Labels

Recently, several companies have been reported to be misusing Energy Star logos to imply that SSL products are Energy Star certified, particularly at the Lightfair tradeshow. As a result, the U.S. Department of Energy (DOE) has issued guidance on the correct use of Energy Star logos to stop the trend. Richard Karney, Energy Star Program Manager for Solid State Lighting for the DOE, issued a memo to Energy Star Stakeholders to “address a disconcerting trend the Department is seeing in promotional materials of LED products.”
