Comprehensive Guide to Existing and Developing SSL Standards

The implementation and development of lighting standards has built up the market’s confidence in the Solid State Lighting (SSL) industry, according to a Leading Testing Laboratories (LTL) report. The U.S. Department of Energy (DOE) has been working closely with standards organizations to provide technical support, covering product performance testing, statistical evaluations, data compilation, analysis, and related documents. Its goal is to quickly develop and implement required SSL product standards.

Listed below are developing SSL standards and white papers. The following information should be used for reference and some are not supported by the DOE or applied in the industry yet.

  1. ANSI ANSLG C38.377Specifications for The Chromaticity of SSL Products. The standard specifically targets the range of LED chromaticities recommended for general lighting. Color temperature and chromaticity is important to lighting designers.  
  2. ANSI C136.37-2011, SSL Sources Used in Roadway and Area Lighting. The standard defines interchangeability of roadway and off-roadway luminaires SSL source fixtures requirements, other regulations include operating color temperatures, chromaticity, installation safety standards, and cables used.
  3. CIE127-2007, Measurement of LEDs Describes Measurement Conditions for Averaged LED Intensity (ALI), Luminous Flux, and Low Power LED Light Distribution.
  4. CIE177-2007, Color Rendering of White LED Light Sources, recommends the development of a new color rendering index, and offers several suggestions regarding standards development.
  5. IEC/ TR61341:2010, Method of Measurement of Center Beam Intensity and Beam Angle(s) of Reflector Lamps, the standard introduces the method of measuring and specifying center beam intensity and associated bam angles of reflector lamps. The standard is applicable to a wide range of lighting products, and specifically regulates gas-discharge and LED based reflector lamps for general lighting purposes.
  6. IEC62031, LED Modules for General Lighting Safety Specifications Describes LED Modules General Safety Standards.
  7. IEC/ TS62504: 2011, General lighting - LEDs and LED Modules, this document presents terms and definitions relevant for lighting with LED light sources. It provides both descriptive terms and measurable terms.
  8. IEC 62560:2011 Self-ballasted LED-lamps for General Lighting Services by Voltage > 50 V - Safety Specifications.
  9. IEC62612:2013, Self-ballasted LED Lamps for General Lighting Services with Supply Voltages > 50 V - Performance Requirements.
  10. IEC/ PAS62717, LED Modules for General Lighting - Performance Requirements.
  11. IES G-2, Guideline for the Application of General Illumination ("White") LED Technologies, the standard is specifically targeting LED telecommunication applications.
  12. IES LM-79-2008, Electrical and Photometric Measurements of Solid-State Lighting Products, the standard calculates a LED luminaire’s light efficacy (net lumen output divided by input power). Luminous efficacy is the most reliable method for measuring LED product performance, and overall performance. This method is used to replace traditional luminaire efficacy measurements that rely on lamp ratings. LM-79 can also assist the establishment of a more accurate luminaire performance standard for both SSL and other light sources.
  13. IES LM-80-2008, Measuring Lumen Maintenance of LED Light Sources, addresses the measurement of lumen depreciation for LED light sources including LED packages, and the majority of light sources. Lumen depreciation is a term used to describe LEDs gradual dimming phenomenon over its life span. Since LED packages are traditionally defined as having long lifetimes, it is possible for the lights to become increasingly dimmer over time, and requires a specific definition. The LM-80 is a standard to test lumen depreciation. Worth noting is lumen maintenance is used to measure the LED brightness compared to its initial lumens output, and should not be interpreted as the actual luminaire life time. Other luminaire breakdown factors could greatly shorten its life time.
  14. IES LM-82-2012, Approved Method for the Characterization of LED Light Engines and LED Lamps for Electrical and Photometric Properties as a Function of Temperature. Provides a method for measuring the lumen degradation of light engine products at various temperatures in support of manufacturers determining LED luminaire reliability and lifetime characteristics. 
  15. IES LM-84-14, Approved Method for Measuring Lumen Maintenance Flux and Color Maintenance of LED Lamps, Light Engines, and LuminairesProvides the method for measurement of luminous flux and color maintenance of LED lamps, integrated; LED lamps, non-integrated; LED light engines, and LED luminaires. The method is established in a laboratory environment, where reliable test results can be replicated through the same test procedures.
  16. IES TM-21-2011, Projecting Long Term Lumen Maintenance of LED Light Sources, specifies a recommended method for projecting the lumen maintenance of LED light sources based on LM-80 collected data.
  17. IES TM-28-2014, Projecting Long-Term Luminous Flux Maintenance Of LED Lamps And Luminaires. Defines the methods of projecting long-term luminous flux maintenance of LED lamps and luminaires.
  18. NEMA LSD45-2009, Recommendations for SSL Sub-Assembly Interfaces for Luminaires. The recommendation offers guidelines for designing and manufacturing SSL sockets and related applications.
  19. NEMA LSD49-2010, SSL for Incandescent Replacement—Best Practices for Dimming. This white paper offers recommendations for the dimming and design of screw-based incandescent replacement SSL products.
  20. NEMA SSL-1-2010, Electronic Drivers for LED Devices, Arrays or Systems​. Provides specifications for and operating characteristics of non-integral electronic drivers (power supplies) for LED devices, arrays or systems intended for general lighting applications.
  21. NEMA SSL3-2010, High-Power White LED Binning for General Illumination. The standard provides a consistent format for categorizing (binning) color varieties of LEDs during manufacturing, production and integration in lighting products.
  22. NEMA SSL 4-2012, Retrofit Lamps: Minimum Performance Requirements. Provides performance criteria standards for integral LED lamps, including color, light output, operating voltage, lumen maintenance, size, and electrical characteristics.
  23. NEMA SSL-6-2010,SSL for Incandescent Replacement—Dimming. Provides guidance for those planning to design and build or work with solid state lighting products intended for retrofit into old incandescent screw base lamps systems. Addresses dimming of these products and the interaction between the dimmer (control) and the bulb (lamp). 
  24. SEMI HB1-0113, Specifications for Sapphire Wafers Intended for Use for Manufacturing High Brightness-LED (HB-LED) Devices.
  25. NEMA SSL7A-2013, Phase Cut Dimming for Solid State Lighting: Basic Compatibility.Provides recommendations for applying and matching phase cut dimming technology to LED products that are compatible with one or several types of LED light engines (LLEs).
  26. UL 8750, Safety Standard for LED Equipment for Use in Lighting Products. Specifies the minimum safety requirements for SSL components, including LEDs and LED arrays, power supplies, and control circuitry.
  27. UL1598C, LED Retrofit Luminaire Conversion Kits Safety Standards. The requirements apply to LED retrofit luminaire conversion kits intended to replace existing light sources and systems, such as incandescent, fluorescents, induction and high intensity discharge (HID) lights.

These standards can help remove LED product’s quality or performance issues, and make it easier for lighting manufacturers, designers and distributors to choose their best products. Industry experts will continue to carry out the difficult work of establishing standards. As industry experts release more information during standard establishment, it will be able to support the innovation of the SSL market and support market application and developments.
